FROM THE NEWSROOM: A long contested subdivision and development plan for a cul-de-sac on Five Mile River Road in Putnam will be the subject of public hearing in Putnam on Monday. Unistar Properties, LLC, will go before the Planning Commission in a hearing, regarding “action on a potential stipulation for judgment” in a lawsuit between Unistar and the Town of Putnams Planning Commission. The suit revolves around plans for a 33-lot subdivision that made waves several years ago when neighboring residents, who called themselves the Putnam Alliance to Conserve the Environment, spoke out against the development. In 2006 and 2007 Unistar sued the Putnam Conservation and Inland Wetlands and Watercourses Commission after they were denied a permit to develop 34 one acre lots on the East Putnam property. According to town officials, the commission initially won the suit, though the developer appealed the ruling. The commission won again, and all further appeal attempts did not make it to court, officials said. Unistar then filed a second application with Wetlands that included some clarifications, before the issue went silent for about two years. The new information was later deemed acceptable, but because of the time that elapsed, it was ordered that the subdivision also be approved by the Planning Commission, in addition to receiving Wetlands approval. The Planning Hearing Monday will be held at 7 p.m. at Putnam Middle School. The area in question is located at 71 Five Mile River Road, approximately a thousand to 1500 feet east of route 21, and is comprised of more than 60 acres of land.
