FROM THE NEWSROOM: Four proposals have been returned following the Putnam Water Pollution Control Authoritys request for qualifications to form a public-private partnership on operation, management and maintenance of the towns sewer system. Town Administrator Doug Cutler says the next step could be the Authority narrowing the choices down to two firms, which will be asked to submit pricing proposals; he said the the RFQs which have come in are for operating the entire sewer system including the treatment plant, lift stations and piping. Cutler said nation-wide figures indicate a 25% savings by partially privatizing sewer systems, although he acknowledged this figure can vary widely based on the size of the system, with larger systems tending to have an advantage over smaller ones when it comes to savings. But how will money be saved? Cutler says energy savings and possibly revenue generating opportunities could play a role. Tune in for the full report.
