Finance and Administration Manager is required: I- Job Scope : To provide strategic oversight for the areas of Finance & Administration. S/He is responsible for developing Annual Strategies for implementing and monitoring of Financial and Administrative activities to ensure their best quality and timeliness. Responsibilities : 1- Provides ongoing supervision, leadership, support and guidance to Chief Accountant and Head Office Accountant; procurement Officer and Admin Assistant. Responsibilities include, but are not limited to writing job descriptions, interviewing and selecting staff, orientating new staff, training, developing individual operating plans (with staff), coaching, mentoring, and completing performance appraisals. 2- Oversee the Foundation compliance with Finance Standard Operation Procedures and the foundation policies and procedures. • Develop/reformulate the Financial Policies and Procedures in compliance with Foundation Policies; donors’ requirements and audit requirements. • Develop, monitor and reformulate annual Foundation budget. • Supervise all fiscal reporting and financial feedback communication to the foundation Head Quarter, Donors. • Act as the point person for new business development budgets. Review new program/ Project budgets for compliance with Donors/ the Foundation policies • Oversee Foundation expenditures to ensure that they are not exceeded the budget limitation. • Manage and monitor donor funding to ensure timely expenditure of donor funds and project closure and adherence with donor regulations. Ensuring compliance with donor funding agreement and reporting requirements; • compile and submit high quality, timely and accurate financial and loan portfolio reports to FMF management and donors as required; • Monitor implementation of action/corrective plans relative to both internal and external • audits and report them back to FMF management; • Direct all treasury activities through the management of cash and investments. • Manage bank accounts; initiate money transfers; perform monthly bank reconciliations; and monitor financial risk • Prepare regular analysis to assist the foundation management in understanding trends, risks and available opportunities of the foundation. 3- Manage the development, implementation and monitoring of an effective administrative operation that maximizes the use of fiscal and manpower resources to provide measurable, timely, efficient and cost-effective results. • Define, review and upgrade foundation Administration practices, policies and manuals, and recommend appropriate revisions. • Ensure compliance and understanding of Administration policies and procedures; advise and assist Administration staff in correcting problems and enhancing staff effectiveness. • Oversee the development of the Foundation Administrative services and Annual Plan that provides performance standards for Procurement; and Facilities & Property Management. • Ensure that all services, expenditures and procurement activities conform to relevant administrative and financial policies and procedures and according to the highest level of integrity and transparency. Financial Accountability: Monitor the Foundation Annual Budget and provide advice and recommendations to the budget managers. Qualifications & Experience: Education Required: Degree in Accounting with CPA or relevant field. Masters/Degree in Business Administration or finance. Experience: Required: Minimum 8 years of progressive accounting experience with familiarity with International Financial Reporting Standards (IFRS). Extensive experience in financial management of a reputable company, Desired: Experience working for the big 4 audit firms is an asset and/ or microfinance institution, a bank, or other financial institution Technical Skills and Competencies : • Demonstrated abilities in budget preparation and management, and treasury management; • Experience formulating goals, objectives, standards, and procedures; • Proficient in MS Office suite (extensive experience using Microsoft Excel mandatory); • Good understanding of IT issues and the role and possibilities of IT in financial management, • familiarity with implementing and working with advanced complex integrated management information and accounting systems; • Able to interpret and create complex financial reports accurately. • High-level of proficiency in written and spoken English.
