Food Import Scam Busted at Ministry of Defence A scam has been uncovered in which some Patriotic Front officials and senior Ministry of Defence officials were seeking to benefit from the import of Maize Bran and Beans from South Africa when the preferential procurement rules do not allow the sourcing of such food from outside Zambia. According to sources within the state security agents, the PF and defense officials took advantage of the busy schedule of Minister of Defense Edgar Lungu and wanted to “pull a quick one” but alert security agents on Monday morning thwarted the deal. The South African company involved trades under the name of “Seven Falls Trading 35 (PTY) LTD.” “Food stuffs for the Ministry of Defense is procured locally but these people wanted a South African company called MGH holdings to supply Beans and Maize Bran. We got wind of it and swung into action. There is a Captain in the army who is involved as well,” the source said. The source said the South African company was supposed to be given the tender this coming Wednesday without following the provisions of the Zambia Public Procurement Act. The scam was intended to make the government overpay for these foodstuffs to the South African supplier, while the officers who arranged the deal would receive a kickback. “The provisions of the ZPPA Act are very clear. The tender was supposed to be advertised locally calling for expression of interest for local companies but this was not done,” the source said.
