For all of those Maryland shelters that say it cant be done, here is yet another local shelter getting it right. WHS was a high kill city facility until they changed leadership and committed to serving the community. This open admission, animal control facility, housed in an old, long inadequate building, is now saving more than 80% of the animals they take in. So whats your excuse Baltimore Co., Carroll Co., P.G. Co., et al? The fact that you are not performing better certainly seems to indicate a need for a change in leadership as that has been the key in EVERY successful shelter.
