For better performance, Jonathan, govs need knowledge of statistics, says don AN expert in statistics at the University of Ibadan (UI), Dr. Olusanya Olubusoye, has advocated statistics education for President Goodluck Jonathan and governors in the 36 states in order to have genuine transformation agenda. He berates Nigeria leaders whom he said “set agenda without evaluation and monitoring” adding that this is the problem of governance in Nigeria. Olubusoye, who noted that statistical literacy will engineer national transformation and ensure efficient citizenry, noted that the bane of transformation agenda in Nigeria was the absence of quantifiable framework for tracking progress and evaluating their implementation. He stated this in a faculty lecture presented at the Faculty of Science University of Ibadan titled “Statistical Literacy and Empirical Modelling for National Transformation.” The statistician noted that the absence of evidence-based policy making has made decisions at various levels in the country to be laced with political inclination, sectional interests, rule-of- the-thumb, ideological sentiments, religious affiliation, illegal gratifications and other parochial interests. According to the statistician, a critical mass of the Nigerian state must be statistically literate, including the president and governors for holistic transformation. While lamenting that Nigeria has no regard for statistics, Dr. Olubusoye said political office holders must start using statistical models as engine to accelerate social and economic transformation of the Nigerian economy. “The basic ingredient for any meaningful transformation include setting quantifiable targets, developing performance indicators and establishing framework for data collection, management, processing and reporting.” While faulting the use of GDP to measure economic growth, Olubusoye said, “It is time to measure what we value rather than simply valuing what we measure. The growing consensus in recent years is that a more comprehensive view of progress needs to be developed instead of focusing on economic indicators only.
