For me the question has never been whether the region should revert to Russia, as I believe that Khrushev illegally/unconstitutionally gifted it to Ukraine in 1954 (his having been Ukrainian makes one wonder his true motives). Though, Russian rulers, since the times of the Tsars, have always ruled by fiat. Moreover, the Russian and, later, Soviet central government had already done a pretty good job of removing and dispersing the native Tatars and had been settling ethnic Russians in the region for centuries. The REAL issue is how far will Russia go in pursuit of its geo-political interests/goals under the guise of protecting ethnic Russians (from real or imagined threats) outside its national borders?
