For my friends on the job.. In a nut shell, this contract doesnt completely suck, I have been fighting for Cash/Comp O/T - employee choice now for 18 years... every previous contract I was told the same story; dont worry, OT isnt pension based, its not as important... But so many years I HAD to keep 96 hours (then 150 hours) in my Time Bank just so I could be PAID cash O/T... that was, and is, B.S.! If I work O/T (and am away from family and commitments) it should be my choice regardless of how much comp time is in my bank! The past MOUs always allowed the Chief to make the decision on a week to week, month to month basis to pay Cash or Comp! Now we have a MAJOR change (in line with 99% of other Agencies, including LAFD) to make it our choice - regardless! When I was on the MOU team (before the re-arrangement of the team last December) we amended the MOU to add the employees choice! Once this contract is ratified, the new change will be SOP for future contracts! Also, the problem with these huge time banks is the unfunded liability of carrying over OT from one budget into another year that it was NOT BUDGETED for! The solution that many agencies use: allow a certain amount of comp time in the bank.. then at the end of the fiscal year (July 1 to June 30), freeze that bank (every employee gets a new bank at 0 on July 1), calculate the payout then PAY-OUT that frozen bank (or a portion thereof) the following month (my old agency took 3 months to calculate and payout by Sept 30).... Your time bank is available for you to use and what you dont use its like a savings account that guarantees a payout same time every year!
