For the coming 2014-2015 academic year, the Provincial Studying Promotion Association organizes many meaningful activities to help poor students at risk of dropping out of school. Phu Yen Newspaper interviewed Mr. Pham Huu Sen, Vice Chairman of the Provincial Studying Promotion Association, as related to the above activities. Provincial Studying Promotion Association, Mr. Pham Huu Sen, presenting SPELL scholarships to students from Chu Van An junior and senior school (Dong Xuan district) * Together with all levels and sectors to prepare for the new school year, what has the Provincial Studying Promotion Association done to support poor students to continue schooling? – To help students in poor and difficult communes best enter the new school year, we have appealed to Phu Yen Lottery Company Ltd. to sponsor 10,000 notebooks, which will be equally distributed to localities; in detail, 2,200 notebooks will be donated to needy students in the communes of Suoi Bac, Son Long, Son Dinh (Son Hoa district); 1,500 notebooks to needy students in the quarters of Chu Van An, Nguyen Hue (ward 6) and ward 9 (Tuy Hoa city) …; 500 notebooks to poor students in each of the remaining communes. In addition, the Provincial Studying Encouragement Association will continue presenting scholarships from the SPELL program of the East-Meets-West to needy students in the areas to get benefit from the project. In this school year, the Association will hand over VND 568 million to poor students in the districts of Dong Xuan, Tuy An and Song Cau town. * 2014-2015 school year is the 10th year that the SPELL program of EMW Organization has collaborated with the Association in Phu Yen province, bringing about practical benefits. However, the number of students who need the help is large. What solutions will the Association give to enhance empowering poor children to school? - SPELL Program of EMW Organization sponsors poor students with tuition payment, books, notebooks, uniforms and other expenses; besides, helping organize and pay for their extra courses. The program has provided scholarships to 3 and 4 graders until completing high school and continued to sponsor the students passing the university entrance exam to univin the list of sponsors. So far, the whole province has had 21 communes, 38 schools with 760 students in the districts of Tuy An, Dong Xuan and Song Cau town benefit from the SPELL program with a funded total of nearly VND 10.4 billion. The program has a practical significance, helping greatly reduce the status of poor students dropping out of school and improve learning quality. However, in the long term, it’s essential that the Ministry of Education and Training, Vietnam Studying Promotion Association recommend the Prime Minister to direct departments and administrative agencies to deduct a proportion from their annual saving budget to transfer to Education sector; simultaneously mobilizing firms, manufacturing units getting profit to annually deduct percentage to contribute in the Social Welfare Fund and transfering to Education sector to grant scholarships to poor students. The Fund will be participated and supervised by the Associations at all levels. With joining hands from all levels and sectors, more poor students at risk of dropping out of school will continue schooling; and it’s increasingly more favorable for building up a learning society.
