Former National Treasurer and UP-NCPAG professor emeritus Leonor Briones asserts that of P2.66T national budget for 2015. only P1.739T is covered by the General Appropriations Act, and the rest are Automatic Appropriations and therefore, not scrutinized by Congress. House and Senate leaders as well as members, including Sen. Grace Poe whos well-thought of as a possible national icon for reforms, close ranks in pushing for re-definition of savings---on the argument that the Constitution failed to provide an exact definition. But pushing savings to quarterly or semestral accumulation and subsequent dumping into P-Noys control as new DAP clone, smacks of Congress arrogance in the face of the SC 13-0 ruling on DAPs unconstitutionality---as well as an insensitivity to overwhelming peoples outrage against these lump-sum manipulations, sans responsible accounting, of taxpayers money. This could trigger a clear constitutional crisis.
