Four years ago today, the Supreme Court issued the Citizens United decision, which allowed anonymous special interest and corporate money to flood federal elections. I support rolling back Citizens United, but our democracy needs even more profound reforms in three areas: 1. Term limits for Congress; 2. Robust campaign finance laws that empower citizens rather than corporations; and 3. Reasonable redistricting changes that end the practice of politicians gerrymandering districts in order to pick their constituents. I have already introduced a bipartisan Constitutional Amendment H.J.RES.45 and later this month I will be helping to introduce the Government By the People Act. This legislation would put the public interest back in front of special interests by combating the influence of big money in politics, raising civic engagement, and amplifying the voices of average voters. Among other reforms, the bill provides small donors a $25 refundable tax credit and establishes a fund to multiply the impact of these small donations for candidates who forgo Political Action Committee (PAC) money. I will keep you updated on progress on these critical issues.
