Free primary education policy was meant to improve enrolment in schools. It did. This was meant to lead to decline in enrolment in private schools. The opposite happened. Enrolment in private schools especially in rural and informal settlements tripled between 2005 and 2009. So, the government gave us what we did not actually want.
