From Willi Nolan: The fine is for Nordions failure to comply with condition 2.2 of an export that requires the licensee to notify the CNSC following shipment of Category 1 radioactive sources abroad. When I think of the damage that may already have begun to unfold, the fine seems too small a cost to be an effective deterrent to violating licence conditions. The decision certainly deserves comment from concerned persons and organizations. So only $24,760 is the penalty for exposing people to damaging radiation levels from highly radioactive substances. And since no one knew they were being exposed their illnesses will not be noted to be from radiation exposure. Where is the accountability in this? This condition requires the licensee to notify the CNSC following shipment of Category 1 radioactive sources abroad. Under the Nuclear Safety and Control Act (NSCA) and its associated regulations, various levels of regulatory action can be taken by the CNSC to correct non-compliance by a licensee, and protect the health, safety and security of Canadians and the environment. When a non-compliance is identified, CNSC staff assess the significance of the non-compliance and determine the appropriate enforcement action, based on an established graduated approach.
