From the Chichester Observer: - CAR OWNER said he was ‘flabbergasted’ to receive a parking fine after his Mercedes broke down in a parking space. Ray Thorogood, who lives in London but owns a flat in St Cyriacs, Chichester, left his car in the nearby council car park in July after the space outside his flat was taken. He said he bought a ticket for an hour but when he returned to his car it would not start. He returned to his flat to call for help but while he was away a £50 fine was slapped on the car. “My reaction was that I was flabbergasted,” he said. An independent adjudicator this week upheld the council’s decision to fine him. “I thought ‘they won’t fine me for the car breaking down in a car park’,” he said, adding he was sure he would be cleared, especially as he showed a breakdown certificate to the council. “I’m perhaps overreacting but it’s the principle. I don’t mind paying the fine if I have to but it’s the principle. I think I’m being fined unreasonably.” A spokeswoman for Chichester District Council said: “An independent adjudicator has carefully examined the case and agreed with the original decision made by the council. “When using our car parks it is the responsibility of all vehicle owners to make sure that they pay for the entire length of their stay.” Mr Thorogood intends to appeal the decision.
