GENOCIDE MEMORIAL VOLLEYBALL TOURNAMENT 2014 SPECIFIC REGULATIONS INTRODUCTION The Genocide memorial tournament (GMT) is an annual volleyball championship in memory of the volleyball members and families lost in 1994 genocide against the Tutsi. The Government of RWANDA through ministry of sports and culture together with Rwanda volleyball federation embarked on various sporting activities as a tool to promote peace and unity among its people. The 16th edition of the championship which is open to all Rwandan volleyball teams that have met their obligation with FRVB and the visiting teams nominated by their respective national federations from East and Central Africa, will take place at Amahoro stadium on 7th and 8th June 2014. The championship will have two categories of both men and women and shall be comprised of 4 teams drawn from top ranked teams as per the current league standing of FRVB National League. The GMT is an open tournament to the foreign teams nominated by their respective federations before 15th May 2014. Participating teams are expected to register their legible players during the championship .The teams will be allowed to register one or two foreign players but can have only one such player in the court at any one time. Rwandan teams will be allowed to register one or two players from any other Rwandan clubs that is/are not taking part in the championship. The guest players must be from different teams. RULES FOR THE TOURNAMENT ARTICLE 1 All teams should present O2- bis during technical meeting. ARTICLE 2 To participate in this tournament teams must have confirmed before 15th May 2014. Those from outside the country must also confirmed their participation in advance or before 15th May 2014 The FRVB sponsored teams, each team delegation is limited to 14 persons and head of delegation The official arrival date for foreign teams is Friday 6th June 2014 or Saturday 2014 before the start of the match’s .Teams arriving on Saturday must have been represented during the draws ARTICLE 3 The organizing technical commission will play a role of arbitration in case of any dispute before, during and after the tournament. ARTICLE 4 Team distribution A. When there are 4 or more teams in each preliminary group, the teams will be distributed in the first two position of each preliminary group. All teams not seeded will be drawn to take other available position in the remaining lines. B. Draws will be conducted using the serpentine system, The last top 4 teams [MEN - INATEK ,APR ,U 19 AND SKY ][ WOMEN – KPC ,RRA ,APR and Ndejje ] will be seeded to head the groups, the visiting teams together with Rwanda teams will drawn in different pools as much as possible.. C. After the groups have been constituted, teams will be assigned to determine the order of matches by the Berger Table. ARTICLE 5 The tournament is played in 2 phases the preliminary phase and final phase A. Preliminary tour in pools and Quarters finals will be played on Saturday , starting 8.30am .the intervals between the 2 games is 10 min; warm up included .A delay of 15 minutes is punished by a forfeit. B. The finals phase will start with semi finals for women at 8.30am at the same time at NPC and PETIT S. then 11am we shall have men, 2pm Women finals and 4pm Men Finals . Ranking of 3rd and 4th position will be played at 1pm and 3pm [NPC]. C. The playing courts will be determined by FRVB D. {Patit stade}, KVC group in Rafiki , RRA group in Ecole Belge and the rest will be determine by toss [ Kimisagara ,Premature , RSSB and NPC ] ARTICLE 6 RANKING BY POINTS ONBTAINED The ranking of teams is determined by the number of points obtained, in accordance with the following paragraphs POINT AWARDED PER MATCH TO EACH TEAM The following points will be awarded per match to each team A. Match won 3-0,3-1 – 3 points B. Match lost 2-3 – 1 point and winner 2 points C. Match forfeited 0 point [25-0,25,0,25-0] IN THE CASE OF A TIE D. set quotient = In the case of equality in the number of match points gained by two or several teams, the teams will be classified in descending order by the quotient resulting from the division of the number of all sets won by the number of all sets lost. E. Point Set quotient = If the tie persists as per the set ratio they will be classified in descending order by the quotient resulting from the division of all points scored by the total of points lost during all sets. F. If the tie continues as per the set quotient between two teams, the priority will be given to the team which won the last match between them. G. When the tie in set and score quotient is between three or more teams, a new classification of these teams in the terms of above will be made taking into consideration only the matches in which they were opposed to each other. ARTICLE 7 The first two teams of each group qualify for the quarter finals [if there are 12 teams or more] and if teams are less than we shall have two groups and the first two teams qualify to the semi finals ARTICLES 8 THE QUARTER finals will be played in the following order. A/D AND B/C 1- Match 1. A1 Vs D2 2- Match 2. A2 Vs D1 3- Match 3 .B1 Vs C2 4- Match 4. B2 Vs C1 SEMI FINALS 5-Match 5: Winner Match NO.1 Vs Winner Match No.4 6-Match 6.Winner Match NO.2 Vs Winner Match NO.3 FINALS 7-March No.7: Winner match NO.5 Vs Winner March No.6 ARTICLE 9 Technical meeting will be held on Friday 6th May 2014 at Amahoro stadium. The meeting will starts at 18.00. The team manager and head coach are obliged to be present at technical meeting. ARTICLE 10 OFFICIALS ON THE BENCH The officials on the beach must wear their officials suit ,it has to be of the same color and style (only semi and finals] ,any non-compliance to dress code by the team officials on the bench will lead to expulsion of the official from the team bench and must leave the competition control area . ARTICLE 11 Teams must dress in conformity with Rule 4-3ofthe official volleyball rules during the matches. All the teams who qualify for finals must wear different colors of uniform from the other rival team; we shall have a meeting with the coaches after the semi finals for more information CONCLUSION Thanks for your participation in advance and we look forward to have great tournament.
