GUILTY OR NOT?: John Bills, 52, is a retired Chicago official who has been charged with allegedly taking bribes to steer $124 million in city contracts to the red-light detection company Redflex Traffic Systems, Inc. The city awarded contracts to Redflex starting in 2003 for Chicago’s red-light enforcement program. Prosecutors claim Bills took hundreds of thousands of dollars to ensure Redflex got the nod.
