Given Rwandas ever rising public debt and given the fact that most of this debt is not intended for public good (thus not legitimate), do we have avenues through which the future government (s) can invoke the odious debt doctrine to avoid paying back? Because in paying back, we will literally be punishing the ordinary citizen twice; first by being oppressed now and paying the price of his oppression later.
