Gloucester Township Police Community Bulletin: #GTPD Deputy Chief Harkins Recipient of Virginia C. Forneron Outstanding Alumni Award at Highland High School Academic Awards Banquet. Gloucester Township Police Department Deputy Chief David J. Harkins was the recipient of the Virginia C. Forneron Outstanding Alumni Award at the Highland Regional High School’s 41st Annual Academic Awards Banquet on May 20, 2014 at Paris Caterers at The Palace. Deputy Chief Harkins is a graduate of the Class of 1989, and was honored along with many graduating students of the Class of 2014 who were receiving awards and scholarships. Deputy Chief Harkins was nominated for this award by Chief Harry Earle, and Mayor David Mayer presented the award to Deputy Chief Harkins. Deputy Chief Harkins joins Chief Harry Earle, Chief Edward S. Smith (Ret.), and Sgt. Dominic Coppola (Ret.) as the fourth Gloucester Township Police Officer to receive this prestigious Highland Regional High School Alumni Award.
