Goal number ten Morale/Turnover rate The Scotland County Sheriff’s Department has been plagued by these problems over the last eight years. My statistics are facts from 2010 to March of 2014. However, keep in mind as you read the information below these statistics have increased even more since March with the resigning, firing and rehiring that is taking place. This information can be verify by the County Managers Office. There are currently sixty-four employees employed with the Scotland County Sheriff’s Department. Twenty-three are employed in the jail and the other forty-one employees work within other departments such as; detective division, patrol, civil, child support, command staff, and office. Of the twenty-three now working in the jail, nineteen have less than two years of service. So, we are looking at an 80 percent plus turnover rate within the last four years. This is not acceptable! Of the forty-one employees working within the other departments over half of those have less than 4 years of experience. Here you are looking at a 50 percent plus turnover rate within the last four years. This is not acceptable! Friends, this is costing YOU the taxpayers a lot of money when the Sheriff’s Department is having to continue to train new employees. It also prevents the department from providing you with the service and protection you need. The mission of the Scotland County Sheriffs Office under my watch will be to fix these problems. I will enhance professionalism through moral, ethical standards and integrity. By doing so, it will benefit Scotland County and the Sheriffs Office as a whole. It will assist in reducing agency turnover, complaints, misconduct and internal investigations I will do so in the following ways. The hiring of new employees (interview board, background checks, drug testing, physical fitness test, and written test) before employment. I will work closely with the county commissioners for pay raises. Promotions will be based on education, experience, years of service. Job transfer within the department will be determine by the same policies. Updated training will be provided to help every officer perform their duties to the best of their abilities. I will have an open door policy where all deputies can sit down and discuss issues at hand. I and my leadership team will spend time with all employees such as; working with them in the jail, riding with the patrol deputies during their assigned shifts and etc. We will have family events to bring all employees together for a time of fun and fellowship. We will find programs for those employees who are experiencing problems at home whether it be with their marriage, family, financial or etc. Friends, morale is one of the single most important factors to be dealt with if an agency is going to be successful. When morale is up employees are more productive, use less sick time, and are less likely to leave even if offered more money elsewhere. However, poor morale issues severely damage an agency, cost untold expenses, and hurt its ability to provide effective service to the community. Low morale will cause a high turnover rate, absenteeism, low productivity and civil liabilities. Studies have shown organizational issues that directly impact morale is administrator related, poor communication, unfair and inconsistent discipline, and supervisory politics. The responsibility ultimately falls back to the Sheriff My goal and promise to the Scotland County Sheriff’s Department and Citizens of Scotland County is that I will create the highest of morale in our Sheriffs Office so our members will be healthier, less stressed and more productive so we can better serve the Citizens of Scotland County.
