Good call. There isnt always / cant always be a human skapegoat when acts of nature result in tragedy. I hope the County Attorneys office follows that recommendation. Prosecution would be a miscarriage of justice as well as a waste of money - theyll never convince 12 jurors beyond a reasonable doubt that 1) the avalanche was, indeed, triggered by snowboarders and sledders (how many avalanches were there that week?!) and 2) that their actions were criminal.
