Government defers new advertisement policy H& MED Proposal On Revolving Fund Approved Decisions Srinagar, July 31: The State Cabinet on Wednesday deferred a decision on increasing, from present one year to three years, the eligibility period of upcoming newspapers for entitlement to government advertisements. Sources said soon the Cabinet which met under the chairmanship of the Chief Minister Omar Abdullah, Cabinet took up the matter for discussion some members of the council of Ministers made certain observations on the policy which was prepared by the Information Department, headed by Omar. “ It made Chief Minister angry and he deferred the decision on the issue,” sources said. Sources said the increasing number of newspapers has become a cause of concern for the Department of Information as after completing one year of publication the newspapers approach the department for empanelment for advertisements. Sources said the increasing number of new newspaper in Jammu and Kashmir has put the Government in a “ tight position” which has not enough funds to handle the existing institutions. “ As per the new policy only those persons who can sustain the newspaper institutions for three years and are serious with the profession will be entitled to advertisements,” sources said. They said the State has a limited role in allowing new newspapers which is predominantly being controlled by the Registrar of Newspapers of India ( RNI), Government of India. At present there are more than 620 newspapers which get published from both Jammu and Kashmir. The number is over 330 in Jammu and 290 in Kashmir. Meanwhile sources said the cabinet also approved proposal of the Health and Medical Education Department regarding inclusion of proceeds of investigation charges/ tests to the extent of 75 percent on the digital radiography, mammography, ultra sound, colour dopler, computerized radiography, pathology laboratory, bio- chemistry laboratory, and other medical tests to be met from within the available dispensation of the Revolving Fund of the Government Medical Colleges and other Associated Hospitals.
