Governor Sir Francis Bond Head judged the civilization policy a failure [they couldnt turn Indians into Christian farmers it seems] and advocated the migration of the Indians from present-day Southern Ontario to Manitoulin Island, in imitation of the Americans removal program. In 1836 Head persuaded the Ottawa and Ojibwa living on Manitoulin to allow Indians living elsewhere to move to the island.
