Great piece by Hallman. I love that the former mail carrier painted the issue in high relief showing that a quality of life problem gets no attention at City Hall because its not shiny object spending. The thing about stray dogs is that they are a solvable problem. A relatively small number of people are responsible for most of the strays. In the short term we should substantially increase education and enforcement dollars. Over the long haul well have to do much less of that kind of work if we try to make a big impact on the problem right now. We incrementally increased DASs budget. I dont think it was enough.
