Gujarat one of the best states for industry Planning Commission study was based on availability of skilled labour, building approvals, taxation etc. This week has shown that Gujarat is really doing well. First a survey by TripAdvisor showed Ahmedabad is India’s safest city for women and now a study sponsored by the Planning Commission shows that Gujarat and Madhya Pradesh are the top industry-friendly states in the country. Orissa is at the fourth position, and Andhra Pradesh the fifth, according to the Indian Express. Bihar ranks sixth, while Kerala, Rajasthan and Tamil Nadu are in the seventh, eighth and ninth positions respectively. Nagaland, interestingly, ranks 10th. Maharashtra, traditionally considered a favourite for industry players, is in the bottom five. Even where the safety of women was concerned Mumbai had lost its sheen. Seems like the state is in a downward spiral from its glory days. We wonder if the Congress being in power in Maharashtra has something to do with the deplorable state of affairs. Because of the model code of conduct, the government is unlikely to release the report officially, a source in the Planning Commission said. Among the bottom four states are Assam, Maharashtra, Jharkhand and West Bengal. The Plan Panel had wanted to conduct the survey after the World Bank had ranked India 132 among 185 nations in overall ease of doing business. The paramaters on which the states were ranked are based on the availability of skilled labour, land and building approvals, pace of environmental clearances, taxation, approvals for infrastructure, and utilities.
