HISTORY OF BARANGAY BALAOGAN The name of this barangay was supposedly derived from an ancient Bikol word BALAOG, according to the early 17th century Bikol-Spanish dictionary composed by Fray Marcos De Lisboa, means “a gift or a desire of a person to see somebody”. “The word nababalaog was defined by Lisboa as “being desirous; the desire to go to see a beloved person, sich as the children, or parents who, for a long time he has not seen them or to provide them with some gifts of any item for consumption.” Hence, the word BLAOG came to mean GIFTED” or in the Christianized vocabulary it means “BLESSED”. This seems to imply that this settlement must have been enjoying abundant resources long before the advent of the Spaniards. In fact, being located at the blank of the Bikol river, old folks recalled the abundance of freshwater resources such as the variety of fishes like carp, mudfish, pompano, aliso, atas and large shrimps called “gangawan”. Its forest also was teeming with game such as wild deer and wild pigs. Oral tradition claims that early settlers came from the settlement of Nabua and traveled to this place on foot. Nothing is virtually known regarding its creation and its early existence of the families namely, Teodoro Soreta, Faustina Paunil, Teodoro Hallare, Teofilo Reginaldo, Romeo Ganalon, Marcelo Tumbado and Morada Family. Their houses though, were distantly situated from its other. Late 18th century reports of the town of Bula did not carry any information regarding the settlement and therefore it could be inferred that it must have been created only on the 19th century. However, by 1886 it was already a thriving barrio of Bula together with Cantera, Santo Niño, Causip, Banasi and Ombao. In this year it had some 50 register inhabitants. In 1903, its population achieves immense increase with 444 residents, the third highest from the seven barrios in regard with population with poblacion being the highest with a population of 644. The settlement was formally created a barrio in 1931 by virtue of an Act No.82 (Municipal Code & Provincial Act of May 31, 1905). The first Tenyente del Barrio was Teofilo Morada. In 1958 Flaviano Arellas was elected as first Barrio Chairman followed by Eugenio Tormes, Rostico “Ticoy” Elcano, Teofilo Reginaldo, Walter Hallare, Ricardo Genio, Sancho Solis, Consuelo Ballecer, Elvira Cledera, Justiniano Gimenez Jr., Hilario Ganalon and Freddie C. Francisco Jr. elected in 2010 to present. In 1927 first barangay market was situated in pangpang (Tabing ilog or Riverside) where most ancient used banca or boat as their means of transportation along the river. Barangay Elementary School was established in 1929 and a chapel in honor of St. Anthony (St. Anthony Padua and St. Anthony Abad) was erected beside the school where land was donated by Pardines Family including new public market area in June 14, 1961. In 1972, the much-awaited electrification of the barangay was realized. Four year later, in 1976, barangay High School was built and land was donated by the family of late Ex. Hon. Walter Hallare (former Barrio Chairman). Several development projects like construction of market pavilion, construction of barangay hall, basketball court, and other infrastructure projects were materialized. These programs were made possible through the efforts of several organizations aimed to improve the lives of residents. Barangay Balaogan is bounded on the North by barangay La Purisima, Nabua,Camarines Sur, on the South by barangay La Purisima, Bula, on southwest by barangay Casugad, on the East by barangay Palsong and on the West by barangay Lubgan. It has a total land area of 516, 759 Hectares composed of seven (7) Sitios or Zone and is 7.214 kilometers away from the municipal hall of Bula. Presently barangay Balaogan has a 683 households and a total population of 3,879.
