Happy Wednesday Jamaica! The Mines and Geology Division has oversight responsibility for all blasting activities across the island. In order to perform any kind of blasting activity the following guidelines must be observed. Applications for Blaster’s Licenses must be made to the Chief Executive Officer of the National Works Agency, located at 140 Maxfield Avenue, Kingston 10. Blasters must apply for a permit from the Commissioner of Mines prior to the purchase of explosives or the blasting of any site. Blast Site Approval applications forms are available from the Accounts Unit at the Mines and Geology Division located at Hope Gardens, Kingston 6. Midac Equipment Limited and Explosives Sales and Services are the only authorised distributors of explosives in Jamaica. For quarry production it is better to use drill holes not less than 3” in diameter. Maximum ground vibration measured as peak particle velocity (ppv) emanating from blast sites shall not exceed 25.4 mm/s and air blast shall not exceed 129 decibels. Shock tubes and electrical blasting caps reduce air blast levels. Detonator cord is not recommended for use close to residential areas. Ammonium nitrate is not an explosive but when mixed with fuel oil it is as a blasting agent (anfo) and should be treated similar to explosives.
