Health Department violates MCC, transfers officials Muhammad Mukaram Early Times Report SRINAGAR, Nov 18: Despite Model Code of Conduct (MCC) transfer of officials is being effected in the Health Department, official documents revealed. It has come to the fore that Directorate of Health Service Kashmir is brazenly violating the MCC norms. A pre-date was put on the order on October 16, 2014 where 16 is written down by pen and 10/2014 is computerized, while the transfer order copy was received on November 15, which is clear violation of MCC, sources said. The transfer order copy lying with Early Times is duly signed by Dy. Director Health Service Kashmir, (HQ) Kashmir which reads that in the interest of administration, the transfer of following Sr. Lab Technicians is hereby sanctioned and ordered with immediate effect. On the directions of Dy.Director Health Service Kashmir Sr. Lab Technicians namely Shmaim Abdullah has been transferred from SDH Pampore District Pulwama to CHC Keller District Shopian, while as Shafiq Ahmed has been transferred and directed to report Block Medical Officer Pampore from CHC Keller District Shopian to SDH Pampore District Pulwama, vide order number Est-4/NG/transf/Sr.Lab.Tech/1103/690-93, official document reveals. As per ECI guidelines, violation of MCC is punishable in the court of law. However, sources said that Dy. Director Health Service Kashmir is going against the tide by branding his clout more influential and powerful than the law. MCC came into force the day the announcement for the coming assembly elections was made. However, post the announcement transfers and postings in the health Department are being carried out as a routine work, sources said in Health Department. One of the Sr. Lab Technicians name with held told Early Times that I received the transfer order after the enforcement of MCC, this is totally the violation of Model Code of Conduct, and the Dy. Director has issued the transfer order in the period of Model Code of Conduct. He further added that the law enforcing agencies watching as mute spectators here. They will have to join their new places of posting after MCC came into force from October 25. If the Dy. Director has issued transfer order on 16/10/2014 with his signature and I received it on November 15, 2014, is it possible then it took at least one month to reach from Directorate office Srinagar to SDH, Pampore, said one Technician name with held. However, recently in the Health department around 15 dental surgeons were transferred signed by Chief Medical Officer Srinagar in the back date as on October 24, 2014 while the transfers were handed over on Oct 28 even after the MCC was announced on October 25 in the state in site of the assembly elections commencing from November this month. Notably, the complaints of violation of MCC galores that various departments have ordered transfers after the implementation of MCC. According to the complaints, officials have reportedly either modified earlier transfer orders or issued fresh ones with retrospective effect. When contacted Chief Election Officer, J&K, Umang Narula, said any MCC violation will not be tolerated. I will definitely look into the matter, Narula told Early Times. I dont know anything about it.
