Herbert Volney names the members of the cabal, Roodal Moonilal, Chandresh Sharma, Suruj Rambachan and Attorney General Anand Ramlogan. He says that there are Cabinet ministers who are against the cabal but they are too scared to come forward and support Warner. He also condemned the appointment of Rabindra Moonan as Housing Development Corporation (HDC) chairman and the $24,000-a-month leasing of a Range Rover used by Housing Minister Dr Roodal Moonilal and the failure of the Congress of the People (COP) to bring balance to the Government.
