Here in Eugene when the police want to harass the homeless or arbitrarily enforce some policy that the city manager just pulled out of his ass to help his friends in the business community further gentrify our city for their own personal profit at the expense of citizens, they just cite the city managers orders and ignore elected officials and the rule of law. This is another way that police forces circumvent law across our Oligarchy, taking their cue from corporate America.
