Here is an excellent blog piece on some of the complex issues facing the Special prosecutor (who has full rein to take on cases of journalists at the federal level) in Mexico. Right now, two cases of murdered journalists have occurred under the new laws passed by the federal government allowing the federal government to take on cases against journalists, yet the Special Prosecutor has taken her time in dealing with these cases. The question is why is it taking so long ? The blog addresses this by articulating the complexities between federal vs. state jurisdiction as a crucial issue. The special prosecutor believes collaborating with states, will encourage them to do a better job at investigating, and bring them to the Federal level –more so than confronting the states. Mr O’Connor, who wrote the blog, is a cynic of this approach, specifically on the front that state officials are involved in some way (related to organized crime) or lack the political will to do a real investigation.
