Heres a new toy for everyone. Its the NC Coastal Resources Commission Terminal Groin Study upon which the State Legislature ruled that NC could have four test groins. I think its important for everyone to know what goes into a decision like building a groin. There is a physical assessment of the site to decide things like what angle the groin should take and how long it should be. There is the environmental assessment that looks at all the plants and animals that might be affected with special emphasis on endangered species. This involves things like the timing of construction so as not to disturb nesting birds and stuff like that. There is the assessment of engineering techniques. Its not just a pile of rocks. Then there is the economic assessment. How much will it cost versus what is the benefit? Then there is the assessment of maintenance costs.
