Heres a thing: did you know that extraordinary rendition, the practise of sending prisoners to be tortured in other countries, goes back to at least 1307? Edward II, while torturing the Knights Templar, found that his own men (a) werent very good at torture, and (b) had real problems doing something that was specifically outlawed by Manga Carta, and so he sent a huge block of Templars to France, where (in his own words) there be men who are more familiar and less troubled with it.
