Heres how the Australian ballot works. You have five choices and No Award. You rank your choices in order of preference: 1, 2, 3, etc. So, you vote Goblins of Venus as your first choice, Redhead Warriors of the Spaceways as your second choice, and so on. In the counting of the ballots, there are five rounds. First round, they count all the first choices. Second round, they count the second choices and add those in. Third round, etc. You can rank No Award above any choice if you feel that nominee is not worthy of the award. So if there was a nominee on the ballot that was universally despised, and if enough people voted it #6 and No Award at #5, that would serve as a public rebuke to an author who had trolled his way onto the Hugo ballot.
