Heres one way to subvert the bureaucracy (and maybe put some friends on the payroll) -- State appoints a large number of Special Advisors who are presumably extremely senior but dont require confirmation or appointment through the normal civil service process. Madeline Albright had two -- there are currently at least 48. Some of these are legit heavyweights who probably wouldnt bring their skills to government in any other way (e.g., Carlos Pascual, Stuart Symington), but at least one is a defeated one-term Congressman who rode in on the Obama 2010 wave and rode out in 2012, and presumably doesnt have much opportunity to draw an SES salary in rural Virginia. diplopundit.net/2014/05/01/while-you-were-sleeping-the-state-depts-specials-bureau-proliferated-like-mushroom/
