Hey Isla Vista, California, For those of you whove seen these posts, Im here to provide some further information/clarification. I heard about this around the same time as everyone else and have been on and off email and phone calls working out what happened for the last hour. So here is the information I have thus far: 1) This is genuinely Sgt. Mark Signa posting. He is correct that this Festival Ordinance (the County general ordinance, not an event specific administrative ordinance like that used during Halloween) will be in use. 2) This came down so late because its application to Deltopia events was being vetted by County Counsel and their decision was just recently made. However, I and many other student leaders find the timing and medium for releasing this information ridiculously inadequate (so inadequate it did not make it into any of our official safety materials). Ill be making that clear to law enforcement and County leaders tomorrow. 3) The penalties for violation of this ordinance are far stricter than the Halloween fines. This is a misdemeanor offense if you are found guilty - not just a fine. 4) It appears law enforcement is only attempting to apply this to large, open to the public events. So if youre having a private party/BBQ/whatever with your friends it might not be applicable to you - BUT theres nothing in writing about that/I have not received a real confirmation that this limited scope is a reality. Ill be discussing the scope of this effort tomorrow with IVFP and County leaders. 5) For context, this ordinance is an ordinance on the books in many cities and counties. The purpose is to force large events to undergo the permitting process, acquire insurance, and undertake appropriate safety procedures. This is why if you go to a concert at the Santa Barbara Bowl for example, theres security, medical staff, etc. etc. 6) If you do get cited for any reason, but especially if you felt your party was private and not spilling into the street, please contact the UCSB Associated Students Legal Resource Center and exercise your rights! As soon as I know more I will share it with you all and once we have a complete picture of the scope of law enforcement efforts next weekend I will send a University announcement and continue with efforts to keep you all informed
