Housing Department - Housing Assistance Payment Update The introduction of the Housing Assistance Payment (HAP) represents a fundamental reform to the way in which Social Housing Support is provided. HAP will involve the transfer of responsibility for the provision of rental assistance to those with Long-term housing need from the Department of Social Protection (DSP) to Local Authorities. The result of this transfer will be a more integrated social housing sector under the auspices of the Department of Environment, Community and Local Government. Rent Supplement will continue to be paid to those who require short-term income support in order to pay their rent. Rent Supplement will therefore return to its original purpose of being a short term payment. Similar to Rent Supplement, HAP applicants will source their own accommodation. Unlike Rent Supplement, the Local Authority will be paying full monthly rent to the landlord directly and the tenant will pay a rent contribution to the Local Authority based on the Differential Scheme which takes into account the household income. From Monday 17th November 2014, we will start assessing new applicants for the HAP Programme. As agreed with the Department of Social Protection, we will move to expanding the scheme to other applicants during 2015. We are taking this approach in light of the current situation in the Dublin Rental Market and also to allow time for system to operate as required.
