How Charter Schools Differ From Public Schools- My Brief Comment to a Reporter It is my experience that charters expel students at a far greater rate than neighboring public schools and often do so right before test time to improve test scores. So much so that some districts have named the practice the charter school dump. One famous charter school actuallyfired its entire graduating class from middle school because it didnt test well. Also charter schools are allowed to use disciplinary practices that would not be allowed in most public schools such as having students stare at a well for several hours if they break a rule. They also have far higher rates of teacher turnover than public schools. Charter schools are exempt from disciplinary restrictions and labor relations practices that public schools are subject to. The result is culling of student populations and high teacher turnover
