HOW GUY SCOT ATTEMPTED TO BECAME PRESIDENT Guy SCOT, upon hearing of the passing on of President Sata called for a prompt meeting and in attendance were the usual suspects; Fred Mmembe, Musa Mwenye, Mutembo Nchito and Winter Kabimba. During the meeting, the infamous cartel resolved that SCOT should act as President and thereby pave way for Winters Presidential bide within 90 days. Thereafter, Guy called Defence Chiefs for a meeting who declaimed on the basis that it was only Edgar Lungu who could do that as he was the one with instruments of power. Subsequently, Guy called Secretary to the Cabinet who was then in Livingstone and asked him to come back meet the Atorney General who advised him that Guy was the rightful acting President. However, President Sata left Zambia under Article 39(1) of the Constitution. That is, absent from Zambia by reason of illness. He appointed Hon Edgar Lungu to act as per that Article. Therefore, Hon Lungu can only hand over power to the incumbent or to the one who will be elected to that office when elections are called within 90 days but not to the Vice President. Up to now. Cabinet has not yet decided on the issue of acting President as they are still locked in a meeting.
