I agree with this TOTALLY! Borrowed from ARAN (Animal Rescue NZ) why the *#@^& was this dodgy farmer not followed up and checked on in the time following his previous conviction for animal neglect?! Fair enought the SCPA criticising the judge, yes a stiffer sentence would have been better, but where was SPCA in those few intervening years? They would plead lack of staff resources to do these follow-ups, but I say how hard can it be?! Also, could not Animal Control have been informed and asked to keep doing regular checks on that property? Someone has not been doing their job properly. SPCA bristle when criticised, saying they are voluntary and short staffed etc etc but I say voluntary or not, if you cant cut the mustard, get out of the kitchen and let another volunteer with a bit more savvy have a go at the job.
