I am afraid that I cannot, in good conscience, recommend that the City Manager allow Nelson Mosely to retain the position of police chief on a permanent basis. I have been watching Mosely since he took over as interim chief, and prior to. Mosely is telling us that the department aims, and always has aimed, to be as transparent as possible, while, behind closed doors, he has admitted to some community leaders that he disagrees with former Chief Williams handling of certain situations. That being said, after attending yesterdays press conference that was held to update the community on progress made since the #nofergusonhere meeting, and after attending last nights meeting on selecting the next chief, I am not impressed with Moselys performance. In the press conference, Mosely reiterated the importance of transparency, and of building trust within the community. At the same time, he evaded direct questions, signaling that his willingness to share information with the community is less than desirable. In the meeting I attended last night, a WSU facilitator hired by the city asked a group of citizens questions regarding what the department does well, what it could do better, and what we would like to see in the next chief. During this meeting, it was very obvious that several participants were there to subtly promote Mosely as our next chief, and those same people even tried to prevent me from being allowed to attend this public meeting. Furthermore, it has come to my and others attention that there have been several of these meetings, but very few people are actually being invited to participate in this process, and many community leaders had no idea these meetings were even taking place. It is my opinion that we need to hire a police chief from outside the department, and from outside Wichita. We need a chief who has not been corrupted by the department, and by the good old boys’ network that runs this city.
