I am at a lost with the inspectors remarks. In my opinion the remarks need Correcting . David Hogger, speaking at the conclusion of the examination, said he particularly wanted to praise the council for its approach to the demonstration and protest on the first day of the two-week hearing. He also singled out residents’ groups, pressure groups and members of the public who had attended each day to either participate in the proceedings or to watch and listen and said he appreciated their participation. But turning to the council’s team Mr Hogger said: “I particularly want to praise the council for the way you handled the protestors on the first day, and I hope those people who were protesting think that they were well-treated by the council at that time.” The six days of hearings at Fareham Civic Offices concluded on October 23. During the hearings Mr Hogger made a number of requests for the council to provide extra pieces of work or reassurance as part of the process. And in his concluding remarks he outlined the process for his decision on the plan which included: • The council will complete the work he has asked of it. • When completed that work will then be published for a two week period of consultation with participants. • The inspector will then read the written representations from participants. • If he concludes that main modifications to the plan are required he will write to the council and advise them of the modifications required to make the plan sound. • The elected members of the council will then consider making main modifications to the plan. • There will then be a six-week consultation period on the main modifications to the plan with representations made directly to the inspector. • The inspector will then decide whether another hearing is required or whether he can make a decision based on all the written representations received. Mr Hogger concluded the examination by saying there was too much uncertainty of timescales for the extra work that was required from the council for him to be able to provide an indication of when he would publish his final report.
