I am curious about something why is Texas having such problems - TopicsExpress

I am curious about something why is Texas having such problems with Funding Eduction when according to this chart 26.1% of the Texas Lottery generated well over $21 billion for the state of Texas since the first ticket was sold in 1992. Prior to 1997, the proceeds were allocated to the General Revenue Fund. Since 1997, Texas Lottery proceeds have been transferred to the Foundation School Fund to support public education in our state. The Texas Lottery has contributed more than $16 billion to the Foundation School Fund, and of that total, $1.149 billion was contributed in fiscal year 2013. Other Texas Lottery funds such as unclaimed prizes revert back to the state for programs authorized by the Texas Legislature. Since fiscal year 2010, some Texas Lottery proceeds also benefit the Fund for Veterans Assistance, I have no problem assisting our Veterans they deserve more. My question why are the Texas schools having such problems with funding schools where exactly is the 16 billion dollars going, why do Teachers have to buy their own supplies, why are we as parents required to buy extra school supplies to do what this fund is suppose to be during, I am a little confused?
