I asked a supplementary question in the Parliament during the question hour yesterday, if the government has any plans of reviving the previous NDA government’s initiative to provide funds to states for setting up fast track courts to expedite justice for under-trials languishing in jails. It is surprising that the total number of under-trials in jails is more than double the number of convicted prisoners. It undermines the fundamental rights of these under-trials, to whom speedy justice is being denied. I strongly believe that fast track courts can speed up justice, not only for elected representatives who have criminal cases against them (like I have championed previously), but also for ordinary citizens. Fast-track courts were first set up in 2001 and have a record of disposing about 85% of the cases allotted to them by 2011. The Centre then withdrew the funding, leaving their continuance to resources of the states. Now, fewer than 1,200 of the original 1,700 courts remain. Re-initiation of these courts can provide a lasting solution to the problem. It will not only reduce our judicial backlog but also deliver speedy justice.
