I dont live in Fall River but I grew up there, and it seems that a big controversy right now is related to forcing people to buy a certain type of trash bag, is that right? First Id say that if you live in Massachusetts, arent you used to the government forcing you to buy things, such as health insurance? Anyway, beside my point. Since leaving FR, Ive lived in several places around the country and in each place the local government would leave it up to one or several possible contractors that picked up our trash, and it would be on us the people to work out a contract for the company to come get our trash. In any case, we werent required to sign up with a trash company at all, and I havent spent a dime on trash pickup, whether through some subscription or through my taxes, in years. How about that for an option? Cut the whole department from the budget, contract out the service, if you want it, great, $300 a year, if not, take it to the dump yourself. Either way, the city stays out of it, frees up budget funds and the citizens of Fall River can prove to the rest of the commonwealth that they dont need Big Nanny to hold their hand every time they need to open their wallets.
