I dont understand... The guy sells kakanin during duty and gets promoted? He gets praised because he sells kakanin during duty instead of getting bribes when the most acceptable thing to expect from an officer is to to you know, be an enforcer, not accept bribes, and not be a vendor while on duty. More power to him if his kids are getting to eat because of his side job. I dont understand all the praise though, and specially that promotion. If he gets promoted for selling stuff while working as an enforcer, then other officers might as well follow in his example. Mang-dya-dyaryo officers perhaps.
