I first visited the Reception & Action Center in 1983, it gave me nightmares. In 1991 Chairperson Mary Conception Bautista met with me & agreed that the Commission on Human Rights (CHR) would do a raid, I cannot thank the CHR enough for helping. However, despite raising over a million pesos in funding to get the RAC renovated nothing much changed. From 1983 until now 2014 this is a deep wound that all of us who love the Philippines need to heal.
