I found ds piece very interesting frm Ikechuchukwu Irohas fb wall....and decided to share wt u guys.....Mikky Williams Akaekpuchi Onwa Ikechukwu Iroha Unemployment: the way forward As an eye witness in the just concluded NIS recruitment exercise, i couldnt help it but cried for what i term a total neglect . I dont want to go in details but i wondered why 69000 applicants were invited in a 60000 capacity stadium. It reminds me of a popular novel, cry my beloved country. Let me not deviate from the topic because there is no need to cry over a spilled milk than to offer a solution to such a menace. I was listening to some delegates for the national conference, one thing struck me, the Autonomy of local governments as one of the issues to be deliberated upon. I took my time to think of how relieved the federal government would be, if such a step is taken. Autonomy will permit the local governments have a total control over its revenue from the Federation account, IGR, planning and developments etc. A data i gathered revealed that states tamper with funds allocated to the local govt from the FG , IGR, grants etc leaving them with only funds for current expenditures ie salaries and wages, without any investment in capital projects. The autonomy arrangements will be of great important in bridging the gap already created. Some of the benefits are outlined as follows 1. If the money is paid directly to the local govt accounts, it will increase the pay packages of all the staff, making local govt work as competitive as the state and their federal counterparts. 2. It will enable the local govt employ more staff since funds are available to meet their salaries and wages. Let me be more practical on this, we have 774 local govts , If the money is released directly to their accounts and are mandated through moral suasion to employ 150 persons each, the number of unemployment will reduce by 116100 persons atleast the figure would be reviewed depending on the amount collected especially as works are available in local govt areas. 3. The autonomy will enable the local govt have more money for capital developments which will benefit the youths through contracts, amenities, loans, grants etc. In line with the above stated benefits, people will prefer staying in their area and getting employed in their locality where there is propensity to save, thereby curtailing large number of rural-urban migrations. 4. Local govt authorities would be voted in based on their performance and community services devoid of any act of imposition since the communities are directly involved in appraising the performances of the executives thereby leaving room for free and fair elections other than the shady dealing of quid pro quo by the state govt. The importance of the autonomy cannot be over-emphasisedas it will reduce the states power of imposition and unknown representationson issues bothering grassroot developments and control of funds. Unemployment would be greatly reduced if such steps are followed with keen interest. I hereby support the Autonomy of the local govt.
