I have an idea to analyze our reservation policy- what are your says; certainly i want to know… After a bitter war of independence; our freedom fighters and great leaders gave us freedom to live without fear, intimidation and exploitation that we had to face under colonial government and alongside the national movement; they nourished and nurtured the idea of empowerment of various marginalized section of our society in pursuance of socialistic and democratic ideals which finally enshrined in our constitutional philosophy and reflected in the universal fundamental rights and obligation for state to seek an egalitarian society. So, various initiatives were made by our leader to ensure streamlining of various marginalized peoples into mainstream as we adopted a secular, democratic constitution to strive for egalitarian society. Therefore, understandably, our leader put some constitutional measures like abolition of untouchability, reservation for certain vulnerable sections of society under article 15 and 16 etc only in pursuance that on the development path equitable and fair distribution of success and resource would be maintained and social cohesion in diverse strata’s of our country would be achieved. But, unfortunately, the reservation clauses and protection clauses for marginalized and backward sections that were made honestly for socio-economic empowerment, now, have become the most dangerous tool in the hands of our unethical and mentally paralyzed representatives and only furthering the surging polarization of our nation on the basis of caste, religion, language, and region and so on. Now, it is extremely difficult for a political party or a representative to pursue his/her propaganda on development basis, instead they utilize the menace of polarization and it has explicitly reflected in the form of casteism, regionalism, communalism, pseudo- secularism, sectarianism, secessionism, chaunism and many more forms of ism; certainly becoming deleterious to our national integration and its democratic foundation. Although the positive repercussions of constitutional measures in form of its exception have made reformative turnaround in the socio-economic as well as political statuses of marginalized and backward citizen. We have seen multifarious development of vulnerable whether in educational qualification, employment, health improvement or social empowerment. But, ironically these constitutional measures are utilized by various political parties for their vote- bank and they develop societal vote- bank engineering for particular caste, religion, language etc for the mobilizing substantial support and then usurp power. Further this polarization- based mobilization of people have developed a policy; the appeasement policy- a party makes every initiative and emotional engagement with a particular cause i.e. caste, religion etc to mobilize supportive vote- bank ostensibly- which is the root cause of various maligning menaces and facilitates their infiltration in our socio- political institutions. Undoubtedly this polarization based appeasement policy is the worst cause of deteriorating politics both at central and state level which only going to undermine our sovereignty and integrity and it loosens our secularly and socially integrated fabrics of brotherhood, humanity and tolerance. Consequently various dangerous state and non- state actors involved in fishing in troubled water of loosened integrity. For instance, Pakistan’s belligerent attitude, China’s infiltration in disputed LAC, Srilanka’s hostile attitude for Tamil minority, ever increasing extremist propaganda and ideological impregnation of our country, cyber warfare stemming out of developed nations and meddling in our internal affair by China, Pak and U.S. to propagate disharmony and instability in our country. So, a comprehensive analysis of our constitution is the pre- requisite to combat these threats and mitigate the off- shoots of polarization – appeasement policy- almost institutionalized in our socio-politico system. Its look easy to say but its execution is equally difficult to predict as we are too engrossed and entangled in the off- shoots of dirty politics that decades would spend for its analysis. Before writing ahead one question I must ask- do you think it’s right time say goodbye to caste, religion, region etc – based reservation and say hello to reservation based on economic position(extend of poverty- scarcity of resources to access daily needs and empowerment) ? Think??????????????????????????? It would be rather easier for me and many like-minded fellow citizens to reply- obviously; reservation based on economic position …………. But certainly its sought path would be full of anarchy, turmoil, instability, extreme criticism and sometimes violence would be perpetrated on the egalitarian path. But, I must say, a thorough deliberation should be flagged off for comprehensive understanding of constitutional reforms in contemporary environment. Our leaders enshrined these constitutional measures only to streamline our diverse populace and would have thought that one day we would amend the constitution in compliance to pre-emptive order of national and universal laws of equality and equity. But it’s disheartening that today, reservation have imbibed deep into our institutions and its note- worthy that its fruits are reaped by particular class in certain marginalized groups of society. For instance there are many people in SC and ST castes who have made great advancements and mobilized into higher strata’s of society while others are still living in destitution and deprived conditions in their own category and off course its applicable to all other backward groups…… Did a single thought never come to your mind that many people in General Category may be living in poverty; did economically backward Muslims have no right to seek reservation; and so on. It’s exemplified that the one’s poverty and social backwardness can’t make benefits out of reservation if their own category citizens impede their development and empowerment. This social disharmony emanating out of widening gaps has accounted for social alienation of particular economically backward citizen irrespective of their caste, religion, region, race, gender etc and furthers the cracks in loosened fabric of our unity in diversity. Today we need a thorough retrospection of our past, when various religions and communities thrived in harmony in spite of their orthodoxy traditions and practices. Our past cultures and heritage give us a clear message to live in conducive environment full of tolerance, ethical values and respects for others. While our present gives us invaluable ideals of universal brotherhood, rational attitude, broader outlook for society as global society and gender equality. Its for us to intertwine both past culture and present new order of universal harmony in pursuance of universal religion of humanity. It’s the only institution that is needed to infiltrate in our global society and its values and ideals in our hearts and mind. The polarized nation would never move towards inclusive development; it only widens the gap between haves and haves-not. Therefore, instead of complacent in constitutional measures of independence era; we should fight for new- order of egalitarian society and bring substantial changes in our thinking and ensure that reservation enshrined in our constitution should go to those who are starving in economical backwardness rather than to ill-conceived appeasement trends in our politics…………….
