I have had special ed inclusion students who were more articulate than this.....if this isnt a severe hypoglycemic event, it is being stoned on the job....but, I think its a bad case of reactive hypoglycemia.....but THAT is just the WAY he sounds....not the intellectual content, well, the complete absence if it, in his questions and statements.....I have heard and met state and municipal gov. slugs from all over the country.
