I have never heard of such stupidity!! this is the worst case of victimizing the victims over and over again. Instead of killing the innocent dogs, What is being done to those who do these heinous things to these dogs!! The law needs to include putting these sick worthless scum on the death table and save the victims of their crimes! A bird seriously! If your dog kills a bird in your own yard...they will be deemed vicious?? The stupidity does not end!!
